Boat Type: Lancer 28

My problem is a very tender Lancer 28V to which I intend to add a ballast bulb.  Have any of you undertaken such a project?

Myabe you have checked this already, but the best place for advice about such an undertanking in my opinion, is boatdesign.net.  A lot of very knowledgable people there. You may well get a lot of conflicting opions. 
Mars metals also carries a lot templates for stock boats. It's possible they have already made something similar for this particular model.  Can't really tell you what the pricing is like.
