I am in the process of refurbishing a 1976 36’ Cheoy Lee Midshipman. I am wondering if anyone out there has ever gone through the process of tensioning their masts and what the process is to do it properly.

Your best bet will be to get a book on rigging. Generally, you want to start with the forestay and lower shrouds so the mast is centered port/starboard, and then tighten the uppers to keep everything in line. It may take a few sessions out sailing to make sure there aren’t any funny reverse curves. Don’t start in a 40-knot breeze.
