For a Universal 25 engine, the maximum RPM should generally be around 2800-3000 RPM. If you’re only getting 1800 RPM, it could be due to a few issues such as a dirty fuel filter, a clogged exhaust elbow, or propeller fouling. It might be a good idea to check these areas. Hope this helps!
